Your phone is about to stop being yours.
Starting in 2027*, a silent update, nonconsensually pushed by Google, will block every Android app whose developer hasn't registered with Google, signed their contract, paid up, and handed over government ID.
Every app and every device, worldwide, with no opt-out.
↓What Google is doing
In August 2025, Google announced a new requirement: starting in 2027, every Android app developer must register centrally with Google before their software can be installed on any device. Not just Play Store apps: all apps. This includes apps shared between friends, distributed through F-Droid, built by hobbyists for personal use. Independent developers, church and community groups, and hobbyists alike will all be frozen out of being able to develop and distribute their software.
Registration requires:
- Paying a fee to Google
- Agreeing to Google's Terms and Conditions
- Surrendering your government-issued identification
- Providing evidence of your private signing key
- Listing all current and all future application identifiers
If a developer does not comply, their apps get silently blocked on every Android device worldwide.
Who this hurts
You
You bought an Android phone because Google told you it was open. You could install what you wanted, and that was the deal.
Google is now rewriting that deal, retroactively, on hardware you already own. After the update lands, you can only run software that Google has pre-approved. On your phone: your property, that you paid for.
Independent developers
A teenager's first app, a volunteer's privacy tool, or a company's confidential internal beta. It doesn't matter. In 2027, none of these can be installed without Google's blessing.
F-Droid, home to thousands of free and open-source Android apps, has called this an "existential" threat. Cory Doctorow calls it "Darth Android".
Governments & civil society
Google has a documented track record of complying when authoritarian regimes demand app removals. With this program, the software that runs your country's institutions will exist at the pleasure of a single unaccountable foreign corporation.
The EFF calls app gatekeeping "an ever-expanding pathway to internet censorship."
Google's "escape hatch" is a trap door
Google says "power users" can "still install" unverified apps. Here's what that actually looks like:
- Delve into System Settings, find About Phone
- Tap the build number seven times to enable Developer Mode
- Dismiss scare screens about coercion
- Enter your PIN
- Restart the device
- Wait 24 hours
- Come back, dismiss more scare screens
- Pick "allow temporarily" (7 days) or "allow indefinitely"
- Confirm, again, that you understand "the risks"
Nine steps. A mandatory 24-hour cooling-off period. For installing software on a device you own.
Worse: this flow runs entirely through Google Play Services, not the Android OS. Google can change it, tighten it, or kill it at any time, with no OS update required and no consent needed.
This is bigger than Android
If Google can retroactively lock down billions of devices that were sold as open platforms, every hardware manufacturer on the planet is watching.
The principle being established: the company that made your device gets to decide, after you've bought it, what software you're allowed to run. In software, this is called a "rug pull"; but at least you could always install competing software. In hardware, it is a fait accompli that strips you of your agency and renders you powerless to the whims of a single unaccountable gatekeeper and convicted monopolist.
Android's openness was never just a feature. It was the promise that distinguished it from iPhone. Millions chose Android for exactly that reason. Google is now revoking that promise unilaterally, on devices already in people's pockets, because they've decided they have enough market dominance and regulatory capture to get away with it.
Ars Technica: "Google's Apple envy threatens to dismantle Android's open legacy."
But wait, isn't this...
"...just about security?"
The security rationale is a smokescreen. Google Play Protect already scans for malware independent of developer identity. Requiring a government ID doesn't make code safer. It makes developers identifiable and controllable. Malware authors can register. Indie developers and dissidents often can't. The EFF is blunt: identity-based gatekeeping is a censorship tool, not a security one.
"...still sideloading if you use the advanced flow?"
Nine steps, 24-hour wait, buried in Developer Options, delivered through a proprietary service that Google can revoke whenever they want. That's not sideloading. That's a deterrence mechanism built to ensure almost nobody completes it. And since it runs through Play Services rather than the OS, Google can tighten or kill it silently.
"...only a problem if you have something to hide?"
Whistleblowers, journalists, and activists under authoritarian governments will be the first victims. People in domestic abuse situations are next. All these groups have legitimate reasons to distribute or use software without putting their legal identity in a Google database. Anonymous open-source contribution is a tradition older than Google itself. This policy ends it on Android.
"...the same thing Apple does?"
Apple has been a walled garden from day one. People chose Android because it was different. "Apple does it too" is a race to the bottom and a weak tu quoque argument. And under regulatory pressure (the EU's Digital Markets Act), even Apple is being forced to open up. Google is moving in the opposite direction: attempting to further entrench its gatekeeping status.
"...just $25 and some paperwork?"
Maybe, if you're a developer in the US with a credit card and a driver's license. Try being a student in sub-Saharan Africa, or a dissident in Myanmar, or a volunteer maintaining a community health app. The cost isn't only financial: you're surrendering government ID and evidence of your signing keys to a company that routinely complies with government demands to remove apps and expose developers.
Fight back
Everyone
- Install F-Droid on every Android device you own. Alternative stores only survive if people actually use them.
- Contact your regulators. Regulators worldwide are genuinely concerned about monopolies and the centralization of power in the tech sector, and want to hear directly from individuals who are affected and concerned.
- Share this page. Link to keepandroidopen.org everywhere.
- Push back on astroturfers. The "well, actually..." crowd is out in force. Don't let them set the narrative.
- Sign the change.org petition and join the over 100,000 signatories who have made their voices heard.
- Read and share our open letter
- Tell Google what you think of this through their own developer verification survey (for all the good that will do).
Developers
Do not sign up. Don't join the program by signing up for the Android Developer Console and agreeing to their irrevocable Terms and Conditions. Don't verify your identity. Don't play ball.
Google's plan only works if developers comply. Don't.
- Talk other developers and organizations out of signing up.
- Add the FreeDroidWarn library to your apps to warn users.
- Run a website? Add the countdown banner.
Google employees
If you know something about the program's technical implementation or internal rationale, contact tips@keepandroidopen.org from a non-work machine and a non-Gmail account. Strict confidence guaranteed.

"I have been an Android evangelist since its very earliest days, driving its adoption by multiple organisations (as well as some very sceptical elderly family members). My admiration for Android has always been founded on the philosophy of open access to customise your device as you see fit. The walled Apple garden is the antithesis of this philosophy, and Google's announcement of a further step to build a similar wall around Android sickens me. Manufacturers - take heed! Google is alienating its most important customer demographic; people who believe, rather reasonably, that their phone belongs to them to do with as they wish. Consider alternatives. "

"Google should not be able to say what apps we can and can’t download; we are adults and until its illegal for a good and vaild point; i should be allowed to youse the phone i paid for with hard earned money they way I want: the freedom that comes with growing up. I use a lot of niche software/apps and can only do it on android due to its openess. Please stop with this eshitifcation of products and services; eventually will stop buying. We buy products that benefit us; once that stops we will stop buying them; and companies need our money so please actually listen to consumer base that gives you the money you desire. What made me choose Android over iOS is the openness of it. By doing this you are killing what make android great, the fact that everyone can make an app and load it on his phone. You don't have iOS fan base. We will go elsewhere. "

The reason why I have relied on it so much is because of the freedom we have to do what we want with our product and not be limited like iOS. "One of the core principals of Android has been consumer choice. Especially in the current day, it's more important than ever that the consumer can choose where to get their software from. As a developer myself, I do not want to and WILL NOT sign up for the developer verification program, as Google has no right to tell me what I can do with my device. I do not trust any company to keep me safe, and especially not when they're overreaching into the personal lives and choices of the everyday user. Even from a consumer quality of life perspective, this change is hugely detrimental. Google Play is infested with ads, bad faith apps, sponsorships, and so much more I do not want to see. Alternative storefronts give users the choice to avoid clunky, nasty pieces of software and choose what workflow is best for them. "I sideload and digitally mod a lot of my devices, and while I was just about to consider switching to Android because of this (and Apple's limit in storage), this sort of removal of freedom, even small and masked as 'the right thing' for security, just isn't right. There's already trust issues within Apple's app store, and the 'free' stuff doesn't support developers properly, so why copy paste the same issues that made people want to switch in the first place? How else will people get apps that properly support their device that aren't locked in some way or just won't? How else will people try and test prototypes of apps? How else will people... get this... have fun with the device they bought with money to have and physically own? And yet a company wants the money to steal more water and ruin immune systems of the future. This is totally 'the right thing'. "

"I value Android OS as the one alternative we have to the walled garden that is the Apple and its iPhone. Android phones have always been the phones of freedom--the phones you could do anything with, the phones you could customize and tailor to your exact needs. I depend daily on open source android projects run by dedicated volunteers. I'm not a programmer by any means, but even I've written a few small custom programs to run just on my own phone, something I could never do with iOS. To have all this taken away and to make Android as much of a prison as iOS would be a massive blow to consumer freedom, consumer privacy, and, by extension, our ability to communicate freely with those whom we love. "As a hobbyist and tinkerer I rely on sideloaded apps to manage my smart devices, maintain privacy and access key items on other devices. Many of these services that I have set up would be unavailable if this goes forward. What's more there is no foreseeable reason why one shouldn't be able to modify, edit and change their own devices as they see fit. Every other computer works in this manner and Android has been no different. Maintaining this freedom is a must going forward and has one of the primary draws to the ecosystem. Google's choice to stop sideloading is not fooling anyone, it's a method of control and siloing. I left Apple because of this, don't think I won't leave Android too. "

"Unacceptable. This goes completely against the Spirit of the Android OS. Sideloading is a big reason Android is what is it today. Apps that were sideloaded became essential and were later integrated into the Android OS. Anyone smart enough to sideload is smart enough to educate themselves and be aware of any risks involved. I help people who's phones were hijacked by almost malware-like Launchers. Google still hasn't banned those Launchers from Google Play but somehow sideloaded apps are bad? Spare me the big brother crap. This is crackdown on Revanced and similar apps. This is also in coordination with government to crackdown on "undesirable" apps such as those that bypass censorship. "

"This decision breaks the promise of Android. By forcing verification, Google puts barriers to entry, and more importantly, introduces conflicts of interests in the app installation process. There must be an option to opt out of this. Every open source app would need to establish a legal entity to be installed on Android. Developers would be blocked for circumventing limitations that eat into Google's revenue but which aren't inherently illegal or against the ToS (i.e. personal archiving of YouTube videos). "Trust is born out of the experience of self-agency. Google always has been trustworthy because of that. It's not been successful for breathtaking design, intuitive user experience or a consistent hardware strategy. Its most successful argument carrying the message of freedom and agency up to date is Android. Have end point management and self written helpers. Let my local plumber have his own app without being asked to update it every half year, let me build my own app for trataka meditation without need to share and make money of it - that's general computing on a mobile device accidentally married to a telephone. I can show off my fluid dynamics simulations, every month a further advanced model, and of course stupidly sink into the screen when I wait for the bus. Wonderful. So listen, Google. Don't take away my freedom, don't take away our freedom and agency. Don't waste our trust. And, with the formula you'll have read too often in your personal messages, dear Sundar, thank you for your attention to this matter. "

"Android providing more freedom than any other OS has been it's drawing point for ages. The fact that that is being taken away for the sake of a corporation's whims is absolutely disgusting, and I would see no reason to continue supporting it. "Removing side-loading is anti-user. I'm all for increasing security, and having various strange steps helps with that. You could even have a 1 minute subtitled video that has to play before you can confirm for the first time on a device that you want to side-load apps. But this change shows a lack of interest in users that inspires developers to not care about the Android ecosystem. If Google intends to significantly decrease the scope of Android, that signals that the maintenance costs are too high for Google, and thus, the company intends to let it rot and eventually die, much like many other Google things "

"To quote Louis Rossmann: "A phone is essentially a computer, and you should have the autonomy to install whatever programs you want in your computer." (or something like that) Still, we can't deny that this is Google being petty for a multitude of reasons *cough* YouTube ADS *cough* and hopping aboard the "hand over your [government issued ID]" train in their own way. And apparently, they're going after our hardware with this one, since they just realized they can't prevent users from fiddling with software server-side. Again, there are plenty of privacy-invading and data-harvesting apps on the Play Store itself, but the data also goes to Google, so they're buddy-buddy on that. Anyway, you probably already know the rest of the script at this point. Now, onto my personal experience, I love the fact that I can install so many quality and useful open source apps made by developers who, (I'm probably underestimating here) sometimes, made those apps out of a personal need. Third party GApps front-ends, more tools than I can count, NewPipe forks, gallery apps that won't harvest data in the background — all of those, open source, with no trackers and no free data for Google, which is another reason why they're doing this. "User: I do! Developer: I do! Google: I don't! They have no real business doing this - maybe if there was an alternative, but there isn't! This is the continuation of the meltdown they've been having about adblockers. "

"I find it frankly baffling how Google is trying to erase one of the selling points of their products because of their need to control Android even further. "

"Android shines in giving the user freedom to use their devices however they choose to. If Google closes down on this freedom, in my use case as a power user I will be unable to install apps any except from the play store which is a platform that is littered with bad app that are useless and sometimes they cost money making it unnecessarily difficult for Indy devs working on apps whether it for job or weekend project. However if Google clean up the play store they could implement a feature to ask the user at device setup and changeable in settings to manage how strict or lax they what the security to be, or just help support the graphene os project to have a secure android operating system and fix play integrity for Google pay, tap to pay to work. "Also consider giving money towards the Graphene OS at grapheneos.org/donate "
