Do not impose an upper limit on ability strength. Set a power level appropriate for the character, ranging from fighters capable of competing with Emperors to technical specialists.
Also consider the possibility of being a non-Devil Fruit user, and determine the bounty based on abilities, Haki, combat achievements, and threat to the government.
Decide individually whether the character is a Devil Fruit user or non-user based on the personality analysis.
Do not apply fixed judgments such as making captain-like personalities Devil Fruit users or calm personalities non-users.

Awakening
Awakening is not mandatory.
Determine it individually based on strength, experience, understanding of the ability, and combat history.
Haki
Evaluate each of the following separately:

Armament Haki (武装色の覇気)
Conqueror's Haki (覇王色の覇気)
Advanced Observation Haki, Internal Destruction, and Conqueror's Haki Infusion should only be adopted when appropriate for the character's strength.

【5｜Bounty Determination】
Determine the bounty based not only on personality analysis but also on the following factors within the pirate world:
Actual combat strength
Danger posed by the Devil Fruit
Haki proficiency
Threat to the World Government
Past incidents and scale of damage
Organizational strength and influence
Dangerous ideologies or connections to government secrets
Before determining the bounty, specifically design the character's pirate strength, combat achievements, major incidents, threat to the government, and influence.
There is no need to reduce the character's strength or the scale of incidents simply because this is a wanted poster maker rather than a pirate crew maker.
Consider a wide range of bounties, from tens of millions of Berries to several billion Berries, and assign an amount consistent with combat strength and the danger perceived by the government.
Do not unnaturally strengthen abilities, Haki, or achievements merely to justify a higher bounty.
A bounty is not a simple ranking of strength.
Even a character with low combat power may receive a high bounty if considered dangerous by the government.
Conversely, even a powerful character may have a low bounty if their strength is not recognized by the government.
Do not make every character a high-bounty pirate.
Set the bounty in Berries and use the same amount on the wanted poster.
