Generalise DNB national bibliotek control number as identifiers for BnF and BNP - #13622

Adds * BNP (Portugal) * BnF (France) recognised ISIL and LOC agency codes to extract control numbers from 016 to populate recognised edition identifiers. Adds the resolver URLs for BNP to indentifiers.yml
which are not what open library expects as a bnf identifier, see identifiers.yml: url: https://catalogue.bnf.fr/ark:/12148/@@@ https://catalogue.bnf.fr/ark:/12148/FRBNF452247690000006 _DOES NOT_ resolve as expected, therefore isn't the identifier we need.
