インターネットは、かつて研究者や技術者のための通信ネットワークにすぎませんでした。
電子メールや情報交換のための便利な技術ではありましたが、
社会そのものを支える仕組みではなかったのです。
しかし、この状況は2000年代以降に大きく変化しました。
オンライン決済、クラウドサービス、電子政府、遠隔教育、
さらには医療や物流まで、多くの社会活動がインターネットを前提として動くようになったからです。
つまりインターネットは、単なる通信技術ではなく、
社会を支える Infrastructure（基盤） へと変化しました。
電力、水道、交通と同じように、
もしインターネットが長時間停止すれば、社会活動の多くが停止してしまいます。
実際、世界各国の政府はインターネット関連施設を
Critical Infrastructure（重要インフラ） として扱うようになっています。
銀行の決済システム、航空管制、物流管理、
そして多くの行政サービスがインターネットに依存しているからです。
この変化は、技術の発展だけでなく、
社会の構造そのものを変えました。
人々は情報を「探す」だけでなく、
生活そのものをネットワーク上で営むようになったのです。
そして現在、もう一つの変化が始まりつつあります。
それは人工知能の普及です。
AIは、インターネットの上で動く新しい知的インフラとして、
社会の多くの領域に組み込まれ始めています。
もしインターネットが社会基盤になったのであれば、
AIはその上で動く「次の層の基盤」になる可能性があります。
技術の歴史は、
道具の進化の歴史ではありません。
社会が技術を取り込み、
生活の基盤へと変えていく歴史なのです。

The internet was not originally designed
as a foundation of society.
It began as a communication network
used mainly by researchers and engineers.
Email and information exchange
were its primary functions.
However, this situation changed dramatically
in the early 2000s.
Online payments, cloud computing,
digital government services,
remote education, and global logistics
all began to rely on internet connectivity.
The internet therefore evolved
from a communication tool
into a form of infrastructure.
Just like electricity, water, or transportation,
modern societies depend on it.
If the internet stops functioning,
many social systems also stop.
For this reason, many governments
now classify internet systems
as critical infrastructure.
Financial networks, aviation systems,
and public services
are deeply connected to digital networks.
The internet is no longer
a convenience.
It is a necessity.
And today, another transformation is beginning.
Artificial intelligence
is emerging as a new layer
built upon this digital infrastructure.
If the internet became the infrastructure
of information,
AI may become the infrastructure
of intelligence.
Technology does not simply change tools.
It changes the structure of society itself.
